Long-term observers are independent observers across the country who observe electoral processes before elections, on election day, and after elections. They monitor the activities of election commissions for the preparation and organization of elections in the country, registration of candidates, campaigning for candidates and informing voters, summing up the results of the voting in territorial election commissions, and consideration of complaints. They also participate in training and coordinating the work of STOs.

Today we celebrate the work of observers who distinguished themselves in the elections to city keneshes, which were held on April 11 and July 11, 2021.
We hope that someday the work of independent observers will be recognised at the state level. After all, this is a constant, complex work, which sometimes, at first glance, is imperceptible.

The Common Cause experts analyzed the CEC data and demonstrated visually how the voter turnout in the capital city changed in April and July (Map 1) by districts of Bishkek. The analysis thus showed a 21.89 percent decrease in the city’s voter turnout in July compared to April.

Amendments to the Constitutional Law "On elections of the President of the Kyrgyz Republic and deputies of the Jogorku Kenesh of the Kyrgyz Republic" are being discussed in the parliament of Kyrgyzstan. Earlier, the Public Foundation Common Cause analysed the proposed models for holding elections. The Foundation believes that each of the proposed electoral systems has its own advantages, with this implementation, each of them can lead to side effects and ambiguous results. The repeated elections were generally peaceful, with a low turnout, in accordance with the law, but some observers noted violations of voting day procedures, secrets of voting. During the pre-election period, there were cases of vote-buying, as in the previous elections.

On the voting day at the repeated elections of deputies of city keneshes in the cities of Bishkek, Osh and Tokmok, as of 13:00, observers of the public foundation "Common Cause" recorded 22 violations
