The Public Foundation "Common Cause" started the verification of protocols on the voting results in the elections of deputies to the Jogorku Kenesh held on November 28, 2021.

The Public Foundation "Common Cause" started the verification of protocols on the voting results in the elections of deputies to the Jogorku Kenesh held on November 28, 2021.

The verification compares the protocols of manual vote counting and ARBB protocols received by observers of the Foundation with the data available in the system of the Central Election Commission of the Kyrgyz Republic.

600 short-term observers of the Foundation monitored the electoral process on the Election Day at 300 polling stations selected by random sampling method all over the country. The Foundation uses statistically based observation, an advanced election monitoring methodology that allows conclusions to be drawn that are representative of the entire country about specific electoral processes on election day.

Unfortunately, for various reasons, the protocols of up to 6% of the polling stations were not physically provided to the observers, and the "Common Cause" took pictures of them in order to pick them up.

The results of the verification of protocols will be announced by the Foundation additionally.

Parliamentary elections were held on November 28. The CEC information system continues to receive protocols of manual vote counting in single and single-mandate districts.

The Public Foundation "Common Cause" expresses concern about the allegations of electoral fraud and calls on all relevant authorities to conduct a thorough investigation of all incidents that have arisen, and all interested parties in the elections to provide evidence and file formal complaints about the violations they witnessed. The Foundation expects that all violations will be investigated as soon as possible in order to protect the integrity of the electoral process and the will of the people.

Foundation observers are not aware of the system that the CEC uses to aggregate voting results and cannot observe or evaluate this process. The Foundation calls for the cross check of the manual vote count for each polling station in accordance with the law and made available to all electoral participants and the general public.
