Information on violations of the electoral legislation revealed by the Common Cause PF during the monitoring of the elections of deputies to Jogorku Kenesh scheduled for November 28, 2021.
BISHKEK, November 19, 2021. During the period from October 25 to 12 p.m. on November 18, 2021, the public observers of the Common Cause Public Foundation received 127 reports of violations of the electoral legislation, including 111 reports of election campaign rules violations, 8 reports of vote buying, 8 reports of use of administrative resources, pressure, violence and threats.
Violations of election campaign rules: for political parties - 64 reports, for candidates from single-mandate districts - 32 reports, for officials - 2 reports and for unidentified persons - 13 reports.
Vote buying: for political parties - 5 reports and for single-mandate candidates - 3 reports.
Use of administrative resources, pressure, violence and threats: for political parties - 4 reports, for single-mandate candidates - 4 reports.
Of the reports received, the breakdown by city and oblast is as follows: Bishkek - 22, Osh - 12, Batken oblast - 9, Jalal-Abad oblast - 2, Naryn oblast - 12, Osh oblast - 46, Talas oblast - 5 and Chui oblast - 19.

12 instances of violations in Osh city.
By types of violations: 12 instances of pre-election campaigning.
9 instances of violations in Batken oblast.
By types of violation: 8 instances of pre-election campaigning and 1 instance of using administrative resources, pressure, violence and threats.
12 instances of violations in Naryn oblast
By types of violations: 11 instances of pre-election campaigning and 1 instance of vote buying.
46 instances of violations in Osh oblast
By types of violations: 38 instances of pre-election campaigning, 5 instances of vote buying, 3 instances of use of administrative resources, pressure, violence and threats.
5 instances of violations in Talas oblast
By types of violations: 4 instances of pre-election campaigning, 1 instance of use of administrative resource, pressure, violence and threats.
19 instances of violations in Chui oblast
By types of violations: 17 instances of pre-election campaigning, 1 instance of vote buying and 1 instance of use of administrative resource, pressure, violence and threats.
2 instances of violations Jalal-Abad oblast
By types of violations: 2 instances of pre-election campaigning.
All detected violations are subject to verification by the experts of the Common Cause PF. In case the facts are confirmed, applications and complaints are submitted to the relevant authorized bodies for the consideration of electoral disputes.
