In the run-up to the upcoming elections of deputies to the Jogorku Kenesh of the Kyrgyz Republic on November 28, 2021, there have been an increase in the number of speeches by public servants of the Kyrgyz Republic in the mass media and social media with statements in favor of certain political parties and candidates containing attributes of campaigning against political parties or individual candidates.
In accordance with the norms of the constitutional law of the Kyrgyz Republic "On Elections of the President of the Kyrgyz Republic and the Deputies of the Jogorku Kenesh of the Kyrgyz Republic", campaigning against candidates or political parties is not prohibited.
However, the Common Cause Public Foundation is concerned about this situation because, in accordance with Article 22 Part 15 of the Constitutional Law on Elections, there is a clear prohibition on campaigning by state civil and municipal employees, persons holding public political offices, except for deputies of the Jogorku Kenesh, special state and political municipal offices, except for deputies of local councils.
Taking into account the fact that the upcoming elections of deputies to the Jogorku Kenesh of the Kyrgyz Republic will be held under the new mixed electoral system, which carries a number of certain risks, the Common Cause Public Foundation once again calls on political parties, candidates, state and local government bodies, state and municipal employees and other participants of electoral legislation not to violate the norms of the electoral legislation while carrying out their activities in order to maintain stability and legality in the country, since one of the guarantees of successful elections and public confidence in the elected parliamentarians is a strict and rigorous observance of the norms of electoral legislation by all electoral subjects.
