Observers of the Public Foundation "Common Cause" completed monitoring of the voting day outside the premises in the repeated elections of deputies of local keneshes in the cities of Bishkek, Osh and Tokmok.
In total, 43 PECs were covered, including 25 in Bishkek, 15 in Osh and three in Tokmok. There were no serious violations at the monitored sites, except for procedural violations at one site in the city of Osh.
According to our observers' reports, the list of applications of the voting day outside the premises wes posted at all 43 PECs and no voter registration was identified in the list of the voting day outside the premises applications following the closure of the roster.
At all 43 PECs, empty mobile ballot boxes were shown to observers outside the premises.
At 42 PECs, empty portable boxes were sealed by the precinct election commission, and only at PEC # 5322 in Osh, the typing procedure did not go through completely, and therefore our observer filled out an incident form.
Also, at 42 PECs, the control list was signed by all those present in the precinct and dropped into a portable voting box outside the premises, and a procedural violation was noticed at the same PEC # 5322 in Osh.
Precautions and recommendations related to COVID-19 were observed only at 32 PECs, in 1 partly, and in 10 PECs were not complied with at all.
There was not a single case of obstruction of observation or obtaining the necessary information for observation, no one influenced the expression of the will of the voters, and the secrecy of the vote was followed everywhere.
In all 43 PECs, the PEC member registered voter data on the paper voter list when the ballot was issued and was also marked “Voted outside the polling station”.
End-of-vote acts were drawn up at all 43 PECs.
